and

on page 35, at line 17 following the word "amount" by striking the words " two percent"

and

on page 35 at line 19 following the word "year" by striking all of the underlined language to the end of that subsection,

and, inserting in lieu thereof, the following:

"The specific amount shall be determined by the legislature."
